Our shows usually run Introductory Level through Grand Prix (as appropriate) and are open to members and non-members. Shows are set up to be an affordable way to participate in the sport of dressage.

Yesterday, during USEF's Vesicular Stomatitis Webinar with Senior Staff Vet Dr. Katie Flynn, DVM, the Federation confirmed now mandatory biosecurity protocol for organizers of licensed competitions across the United States. Competition requirements are shifting in near real-time as USEF works with state agencies to adopt the necessary protocols to limit the spread of Vesicular Stomatitis (“VS”). This marks a change from the original biosecurity protocol recommendations that were put in place after the first reports of confirmed cases in San Diego and Riverside counties.

We know how challenging it is to prepare for competition in a rapidly changing environment such as this and we share in your frustration of having to adopt these policies as prescribed by the State of California and the United States Equestrian Federation. The biosecurity protocols that are being instituted by the Federation are being created with your horse’s health and wellbeing in mind.

The purpose of this email is to inform you of the new mandatory biosecurity protocol that goes into effect today, June 1st. When originally announced nearly two weeks ago, many of these policies were newly formed and were in what USEF referred to as a grace period. You may have heard of competitions taking place over the last two weeks where slightly less aggressive policies were in effect. Those reduced biosecurity policies are no longer recommendations and they have been hardened/replaced by the following competition requirements:

All competitors (regardless of county) in VS-affected states (California is currently a VS-affected state) are required to produce a Timed Certificate of Veterinary Inspection (“CVI”) issued within 2-5 days of a Federation-licensed competition. The CVI must state that the horse has been examined in the required period and contain a statement as follows: “I have examined the animal(s) represented on this certificate of veterinary inspection and have found no clinical signs of vesicular stomatitis and they have not originated from a premises under quarantine for vesicular stomatitis.”

All competitors must present their horse for immediate veterinary inspection upon arrival at the show grounds prior to moving into the general stabling area. The on-site vet will thoroughly examine each horse for symptoms consistent with VS as well as check vitals that may indicate a sign of infection. Horses showing any symptoms will be denied entry to the show grounds, placed into quarantine stabling, and be reported to the State Veterinarian’s office as well as USEF’s Senior Veterinarian.

Due to the required on-site veterinary examination, we will have a limited window of time horses MUST arrive on Friday. You must arrive between the hours of 9 AM and 3 PM. No equine arrivals will be permitted after the veterinary inspection period closes on Friday. If you are unable to arrive during these hours, we will need you to withdraw from the event. All competitors that were haul-in only entries have been informed that they must arrive and convert to weekend stabling by the Friday arrival window or withdraw from the event.

We know that obtaining a CVI requires advance scheduling with your veterinarian and that this newly adopted Federation & state requirement has the potential to force competitors to withdraw simply due to timing. For this reason, we have arranged for Dr. David Burgermeister, DVM, to both examine and produce a same-day CVI for the purposes of competing at this event. These CVI’s will be offered to competitors at a cost of $35 per horse for anyone arriving during the hours listed above that does not already have a CVI from their own veterinarian.

All competitors are now required to maintain proof of ongoing temperature monitoring (please use USEF temp monitoring form here) both prior to arrival and during the competition. Out of range temperatures are to be reported to the show office and show management will immediately move the horse to isolation stabling.
